About the Opportunity

We are seeking experienced professionals to join our team for an upcoming engagement with the State of Missouri, Department of Social Services (DSS), Missouri HealthNet Division. This project will provide planning and consulting support to implement new federal Medicaid and CHIP requirements for justice-involved youth in correctional facilities. Our role is to help the State conduct a gap analysis, develop an implementation roadmap, draft policy and procedure updates (including State Plan Amendments), recommend IT and data-sharing improvements, and design training and stakeholder engagement strategies. This work is consulting and policy-focused, not system development, and is aimed at improving continuity of care, reducing recidivism, and supporting successful reentry for Missouri’s youth.

Eligibility

  • Mandatory Requirements:
  • Active PMP Certification
  • 10+ years’ experience in Medicaid policy and consulting
  • Direct experience with state-level Medicaid agencies
  • Familiarity with juvenile justice or correctional healthcare
  • Advanced degree (MPH, MPA, or JD preferred)
  • Demonstrated success in drafting Medicaid SPA/CHIP amendments

Remote (may require 1-2 client visits in Jefferson City, MO)

Contract (9–12 months)

40-50%

Responsibilities

  • Serve as primary liaison to DSS, DOC, and CMS
  • Lead drafting of the State Plan Amendment (SPA) and CHIP Amendment
  • Oversee gap analysis, roadmap development, and policy/procedure drafting
  • Ensure alignment with CAA 2023 Section 5121 and CMS SHO #24-004
  • Provide high-level stakeholder engagement and communication strategies
  • Supervise reporting to DSS and ensure deliverables are on schedule
